I have been told that my American green tree frogs need their humidity set at 70. What is the easiest way to raise the humidity in their terrarium?

Or just spray the tank a few times a day.

Just remember the water in the spray bottle needs to be de-chlorinated too

Nice and damp substrate. Maybe a fogger occasionally or a waterfall/water area.
There are many ways, it's just a matter of what you can add in more than anything.
